A "Bill Box". Every yard or station on the system had one so
that when the station agent was off duty he could leave the switch lists and bills in a secure place for when a crew got there to fill or do the station work. They were also used for exchanging weigh bills between roads. Boxes for that purpose usually had a bar that fit through the
hasp and there was a "J" lock on one end and a lock for the other road on the other end of the bar.
